Tennessee: Hazardous Substances

The Department of Environment and Conservation is proposing to adopt Tenn. Comp. R. & Regs. 0400-12-01-.01 to .09 regarding hazardous waste management. Changes would incorporate recent changes to EPA regulations, including the exemption of solvent-contaminated wipes that are cleaned and reused, and allowing for the use of electronic hazardous waste manifest systems. A public hearing will be held February 2, 2015, and the deadline for comment is also February 2, 2015.

Tennessee: Ground water

The Department of Environment and Conservation is proposing to adopt Tenn. Comp. R. & Regs. 0400-45-10-.01 to .05 regarding the Board of Ground Water Management. The new rules will establish conflict of interest provisions for board members and criteria for recommendations on license applications. Pennsylvania: State implementation plans (SIPs)

The Department of Environmental Protection is seeking public comment on a revised SIP for the Lyons nonattainment area for the 2008 Lead NAAQS. Montana: Air

The Board of Environmental Review is proposing to amend various sections of Mont. Admin. R. 17.8 regarding ambient air quality. Among other changes, amendments would update definitions and incorporate by reference the 2013 Ambient Air Monitoring Program Quality Assurance Project Plan. Missouri: Energy

The Department of Economic Development is proposing to amend various sections of Mo. Code Regs. Ann. tit. 4, §340-2.010 regarding the energy loan program. Maryland: Sustainability

The Department of the Environment is proposing to adopt Md. Code Regs. 26.04.11.01-.16 regarding composting facilities. The adoptions would establish new regulations for composting facilities, including the creation of a composting facility permit. The deadline for comment is January 12, 2015. Maryland: Agriculture

The Department of Agriculture is proposing to amend Md. Code Regs. 15.15.01.10 regarding the Agricultural Land Preservation Program. Changes would prohibit the Agricultural Land Preservation Foundation from purchasing an easement for more than 75% or less than 25% percent of the fair market value of the land, unless the landowner's asking price is less than 25% of the fair market value. Indiana: Wildlife

The Natural Resources Commission is proposing to amend various sections of 312 Ind. Admin. Code 9 regarding the possession of wildlife. Among other changes, the amendments would affect wildlife rehabilitation permits. The commission is accepting comments. No deadline has been set. Illinois: Clean Air Act (CAA)

The Pollution Control Board is proposing to amend Ill. Admin. Code tit. 35, §243 regarding air quality standards. Changes would update ambient air quality requirements to correspond with amendments to the federal NAAQS adopted by EPA. A public hearing will be held January 8, 2015, and the deadline for comment is January 26, 2015.
