Utah: Air

The Department of Environmental Quality proposed to amend Utah Code r. 307.342-55. Changes would require an overall control efficiency of the add-on emission control system of 80-90%, clarify methodology for determining capture efficiency, and establish additional recordkeeping requirements for the add-on emission control system. The Department of Environmental Quality proposed to amend Utah Code r. 307.335, Degreasing and Solvent Cleaning Operations. Changes would incorporate additional recordkeeping requirements for the add-on emission control system. The deadline for comment is September 2, 2014. The Department of Environmental Quality proposed to amend Utah Code r. 307.202, pertaining to restricted burning days. Changes would add an exemption for ceremonial burning conducted by a Native American spiritual advisor. The deadline for comment is September 2, 2014. Rhode Island: Water

The Clean Water Finance Agency and the Department of Environmental Management will hold a joint public hearing on August 26, 2014. The hearing will address the federal fiscal year 2015 Intended Use Plan, which identifies water pollution abatement projects to be funded by the Clean Water State Revolving Fund, as well as the state fiscal year 2015 Project Priority List. The deadline for comment is September 2, 2014.

Oregon: Air

The Department of Environmental Quality amended Or. Admin. R. 340.253, pertaining to fees related to air quality. Changes increase air contaminant discharge permit fees, lower the application fee for greenhouse gas permits, adjust the calculation for greenhouse gas reporting fees, and amend the low fee eligibility criteria. The Department of Energy amended Or. Admin. R. 330.063 in order to establish a home energy performance score system criteria, approval process, reporting requirements, and assessor training. North Carolina: Air

The Department of Environment and Natural Resources proposed to amend 15A N.C. Admin. Code 02D.0101 and .1901-.1903 and 02Q.0101, .0103-.0104, .0203, and .0308; and repeal 02D.0801-.0802 and .0804-.0806 and 02Q.0601-.0607. Changes pertain to air pollution control and include removing obsolete cross references, changing the permit term for non-Title V air quality permits from five years to eight years, and revising provisions governing the transportation of land clearing materials over public roads.
