Texas: Air

The Commission on Environmental Quality amended 30 Tex. Admin. Code §§114.650, .653, and .656, pertaining to the Texas Clean Fleet Program. Amendments incorporate a change to the Texas Health and Safety Code that specified grant amounts for replaced heavy-duty or light-duty diesel engines. The Commission on Environmental Quality amended 30 Tex. Admin. Code §§114.622 and .629, pertaining to the Diesel Emissions Reduction Incentive Program for On-Road and Non-Road Vehicles. Amendments incorporate a change to the Texas Health and Safety Code that revised the criteria for receiving an incentive grant. South Carolina: Water

The Department of Health and Environmental Control proposed to amend S.C. Reg. 61.67 in order to update requirements for obtaining construction permits to build wastewater collection treatment facilities. The deadline for comment is May 27, 2014. South Carolina: Wildlife

The Department of Health and Environmental Control proposed to amend S.C. Reg. 61.47, pertaining to shellfish. Changes would update the control measures certified shellfish dealers are currently required to follow in order to limit the growth of pathogens after shellfish harvest. The Department of Health and Environmental Control proposed to amend S.C. Reg. 61. Changes regulate the sale, recovery, and disposal of certain types of electronic equipment. South Carolina: Air

The Department of Health and Environmental Control proposed to amend S.C. Reg. 61.62, pertaining to air quality. Changes would include updating the ambient air quality standards, streamlining permitting requirements, and revising the Emissions from Fuel Burning Operations requirements to provide an averaging time for sulfur dioxide and particulate matter. The deadline for comment is May 26, 2014.

The Department of Environmental Management proposed to repeal three regulations: “Amended Rules and Regulations Pertaining to a User Fee System for Point Source Dischargers that Discharge Pollutants into the Waters of the State”; “Rules and Regulations for Non-Government Water Pollution Control Facilities Fund of the Rhode Island Clean Water Act Environmental Trust Fund"; and "Rules and Regulations for the Grant Program for Municipalities within the Pawtuxet River Watershed for the Planning, Engineering and Construction of Facilities and Activities to Upgrade the Water Quality of the Pawtux

Rhode Island: Aquaculture

The Department of Environmental Management proposed to amend the “Aquaculture of Marine Species in Rhode Island Waters” regulation. Changes would amend the regulations governing the methods aquaculturists use to harvest oysters. A public hearing will be held on May 27, 2014, and the deadline for comment is May 28, 2014. New York: Wildlife
