Wisconsin: Wildlife

The Department of Agriculture, Trade, and Consumer Protection amended Wis. Admin. Code ATCP 21.10(1)(b) and added ATCP 21.10(1)(c) in order to create an emergency quarantine for the gypsy moth. Washington: Toxic Substances

The Department of Ecology proposed to amend Wash. Admin. Code §173.182, pertaining to the oil spill contingency plan. Changes would update the definitions of plan holder and umbrella plan. Texas: Air

The Commission on Environmental Quality amended 30 Tex. Admin. Code §§114.640, .642, .644, .646, and .648. Changes pertain to the control of air pollution from motor vehicles and make schools districts, private nonprofits, and regional planning agencies eligible to apply for grants for the use of emission-reducing technology. Texas: Air

The Commission on Environmental Quality proposed to amend 30 Tex. Admin. Code §§115.10, .221, .222, .224-27, and .229, pertaining to the control of air pollution from volatile organic compounds. Changes would implement Stage I testing requirements for gasoline dispensing facilities located in counties that will be affected by the decommissioning of Stage II vapor recovery systems. Public hearings will be held on April 29, May 1, and May 6, 2014, and the deadline for comment is May 12, 2014.

Texas: Transportation

The Commission on Environmental Quality proposed to amend 30 Tex. Admin. Code §§114.301, .306, .307, and .309 and repeal §114.304. Changes would amend the Regional Low Reid Vapor Pressure (RVP) Gasoline Program rules in order to remove obsolete requirements and make the §114 gasoline volatility requirements consistent with the El Paso Low RVP Gasoline requirements. A public hearing will be held on May 8, 2014, and the deadline for comment is May 12, 2014.

Ohio: Quality

The Environmental Protection Agency proposed to amend Ohio Admin. Code §3745.1, pertaining to water quality criteria for the Ohio River drainage basin. Changes would remove the thallium nondrink human health water quality criterion. The deadline for comment is May 20, 2014, and a public hearing will be held that day. North Carolina: Wetlands

The Department of Environment and Natural Resources proposed to amend 15A N.C. Admin. Code 07H.2601, .2602, .2604., and .2605, pertaining to the general permit for the construction of mitigation banks and in-lieu fee mitigation projects. Changes would expand the permit to include all mitigation bank and in-lieu fee projects, rather than only those related to the N.C. Ecosystem Enhancement Program or N.C. Wetlands Restoration Program. A public hearing will be held on May 14, 2014, and the deadline for comment is June 16, 2014.

Montana: Waste

The Board of Environmental Review and the Department of Environmental Quality proposed to amend Mont. Admin. R. 17.36.320-23, .325, .912, .918, .101, and .106, pertaining to sewage systems, definitions, horizontal setbacks, floodplains, plans for a public sewage system, and fees. Montana: Water

The Department of Environmental Quality proposed to amend Mont. Admin. R. 17.36.101-04, .106, .110, .116, .310, .312, .328, .330-36, .340, .605, .802, and .804 and add New Rules I and II. Changes pertain to on-site subsurface wastewater treatment and subdivision requirements, applications, review, and fees. Missouri: Air

The Department of Natural Resources proposed to amend Mo. Code Regs. tit. 10, §10.6.040. Changes would maintain consistency with the latest Federal Register notices pertaining to ambient air monitoring methods.
