Delaware: Climate Change

The Department of Natural Resources and Environmental Control amended 7 Del. Admin. Code Ch. 60 §1147, CO2 Budget Trading Program. Amendments require that petroleum refinery units purchase carbon dioxide allowances to cover emissions directly associated with the electricity generated and exported to the electrical grid. Massachusetts: Clean Air Act (CAA)

The Department of Environmental Protection amended 310 Mass. Code Regs. §7.00. Changes amend the definition of miscellaneous metal parts and products and add dimethyl carbonate and propylene carbonate to the list of exempt compounds under the definition of volatile organic compound. Alaska: Energy

The Alaska Energy Authority proposed to amend 3 Alaska Admin. Code 108.500-.590, to adopt regulations to establish the Commercial Building Energy Audit Program. The program would enable building owners to receive grants to pay for the cost of an energy audit. There will be a public hearing March 22, 2013 and the deadline for comment is April 1.

New Mexico: Quality

The Water Quality Control Commission proposed to amend N.M. Admin. Code §20.6.2, the Copper Rule. Changes would establish new rules for the copper mine industry to prevent water pollution. New Mexico: Clean Air Act (CAA)

The Environmental Improvement Board proposed to repeal N.M. Admin. Code §20.2.98, regarding Air Quality Control Regulation Part 98, in response to EPA amendments that make the adoption and submittal of General Conformity SIPs optional rather than mandatory for states. Indiana: Waste

The Solid Waste Management Board added 329 Ind. Admin. Code §11.6, concerning registration for facilities that process mobile homes, and §11.7, concerning registration for facilities that process industrial process waste or commercial solid waste as an alternative fuel. Indiana: Hazardous Substances

The Solid Waste Management Board amended 329 Ind. Admin. Code §7.1, concerning the priority ranking system for hazardous substance response sites. Maine: Forests

The Department of Agriculture amended 01-026 Code Me. Regs. Ch. 27, Standards for Timber Harvesting and Timber Harvesting-related Activities within Unorganized and Deorganized Areas of the State. The rule establishes the procedures for notifying the Department of proposed timber harvesting activities. The rule took effect March 3, 2013. New Hampshire: Clean Air Act (CAA)

The Department of Environmental Services proposed to amend Env-A 1100, Prevention, Abatement, and Control of Mobile Sources of Air Pollution, to readopt rules set to expire.
