Utah: Clean Air Act (CAA)

The Department of Environmental Quality amended Utah Admin. Code r. 307.401.15, Air Strippers and Soil Venting Projects. Amendments remove language that allows for directors to exercise their discretion to approve alternate test and monitoring methods. The rule change is required to avoid a rule disapproval by EPA. Utah: Waste

The Department of Environmental Quality proposed to amend Utah Admin. Code r. 315, relating to hazardous and solid waste requirements. Changes pertain to authorities of the Utah Solid and Hazardous Waste Control Board and are required by state legislation. The deadline for comment is April 1, 2013. Code r. 307.403.1, Definitions, and 307.403.2, Emission Limitations, pertaining to the permitting rule for new or modified sources in nonattainment areas. Rules pertain to volatile organic compound limits for specific counties. There will be a public hearing March 13, 2013, and the deadline for comment is April 1. Louisiana: Water

The Department of Environmental Quality amended La. Admin. Code §43:XIX.118, Hydraulic Fracture Stimulation Operations. Changes implement legislation requiring operators to report the type and volume of hydraulic fracturing fluid within 20 days after completion. Connecticut: Agencies

The Department of Energy and Environmental Protection proposed to adopt Conn. Agencies Regs. §23.65h.1. Among other changes, the amendments would eliminate the three percent annual increase in fees for applications and examinations for certification as a forest practitioner and eliminate the requirement for a certified check as payment. Delaware: Invasive Species

The Department of Natural Resources and Environmental Control proposed to add 7 Del. Admin. Code Ch. 60 §3545, Invasive Finfish. The regulations would implement measures to control the proliferation of invasive finfish in Delaware waters, including prohibiting their sale and specifying methods for take.
