Minnesota: Public Lands

The Board of Water and Soil Resources amended Minn. R. 8400, pertaining to the State Conservation Cost-Share Program and the Reinvest in Minnesota Program. Oregon: Watershed Protection

Oregon: Energy

The Land Conservation and Development Department amended Or. Admin. R. 660.033, pertaining to the process for siting commercial solar power facilities on farms and ranches. Oregon: Radiation

The Department of Energy amended Or. Admin. R. 345.029, pertaining to the shipment of radioactive materials. Changes establish rules for reporting requirements and clarify civil penalties for non-compliance. Amendments took effect January 28, 2013. District of Columbia: Water

The Department of the Environment proposed to amend 21 D.C. Mun. Regs. §§1, Water Supply, & 21, Retail Water and Sewer Rates. Changes pertain to fees, including impervious surface area charges. California: Energy

The Energy Commission proposed to adopt 20 Cal. Code Regs. §§5741 & 25747. The rules would establish enforcement procedures for the renewables portfolio standard for local publicly owned utilities. Alabama: Governance

The Department of Environmental Management proposed to amend Ala. Admin. Code r. 335.8.1.09, Review Process for Federally Regulated Activities, to make the section consistent with federal rules. Alabama: Waste

The Department of Environmental Management amended Ala. Admin. Code r. 335.14.1, .3-7, & .17, relating to hazardous waste. Changes revise certain regulations to ensure consistency with state and federal laws, and provide clarification for hazardous waste management rules. The amendment was filed February 19, 2013. Texas: Clean Air Act (CAA)

The Commission on Environmental Quality amended 30 Tex. Admin. Code §106.141, Permits by Rule. Changes create a permit by rule for medium-sized batch mixing operations commonly used in construction and repair operations. Amendments took effect March 7, 2013.
