Maine: Toxic Substances

The Department of Environmental Protection amended 06-096 Code Me. Regs. Ch. 882, Designation of Bisphenol A as a Priority Chemical and Regulation of Bisphenol A in Children’s Products. The rulemaking adds a definition of "toddler food" and extends the existing prohibition on the sale of children's products containing bisphenol A. Changes took effect January 30, 2013. New York: Clean Air Act (CAA)

The Department of Environmental Conservation proposed to amend N.Y. Comp. Codes R. & Regs. tit. 6, §§200 & 621, Indirect Sources of Air Contamination. Changes pertain to new or modified sources in sections of Manhattan. There will be a public hearing March 26, 2013, and the deadline for comment is April 2. New Hampshire: Air

New Hampshire: Hazardous Substances

The Department of Environmental Services proposed to amend Env-Or 400, Underground Storage Tank Facilities. Changes reflect federal rule revisions. Iowa: Enforcement and Compliance

The Environmental Protection Commission added Iowa Admin. Code ch. 17, Compliance and Enforcement Procedures. The rule formalizes the Department's compliance and enforcement options that may be used prior to or instead of assessing the administrative penalties specified in Chapter 10. Pennsylvania: Clean Air Act (CAA)

The Environmental Quality Board amended 25 Pa. Code Ch.127, relating to plan approval and operating permit fees. Changes alter the Title V rates and clarify that fees paid to the Department are deposited into the Pennsylvania Clean Air Fund. Changes took effect February 2, 2013. Oregon: Energy

The Department of Energy amended Or. Admin. R. 330.110, Small Scale Local Energy Loan Program. Changes revise rule definitions to clarify terms and align the regulations with current practices. Ohio: Water

The Environmental Protection Agency proposed to amend Ohio Admin. Code §§3745.300.05, Certified Professionals, & .09, Property Specific Risk Assessment Procedures. The rules pertain to voluntary action program, and changes modify biocriteria training and certification requirements for certified professionals. The deadline for comment is March 4, 2013. Water (generally)

North Carolina: Oceans

The Department of Environment and Natural Resources temporarily amended 15A N.C. Admin. Code 07H.0306 to incorporate changes to state law. Changes allow for the replacement of single-family or duplex residential structures that cannot meet setback criteria in other regulations. The amendment took effect January 3, 2013. California: Public Lands

The California State Lands Commission proposed to amend Cal. Code Regs. §§1900, 2002, & 2003, pertaining to the definition of "sovereign lands" and other terms, the leasing of state lands, and rental rates.
