Georgia: Waste

The Department of Natural Resources proposed to amend R 391.3.6.23, Land Disposal of Septage. Changes establish a two-tiered permitting system that distinguishes between single pumper/single site operations and larger facilities that receive waste more than one pumper. Washington: Air

The Department of Ecology adopted Wash. Admin. Code §173.476. The new rule contains the federal ambient air quality standards for large and small particles (PM-10 and PM-2.5), lead, sulfur oxides, nitrogen oxides, ozone, and carbon monoxide. Virginia: Invasive Species

The Board of Agriculture and Consumer Services proposed to amend 2 Va. Admin. Code §5.440, pertaining to the cotton boll weevil quarantine. Changes would update the regulation to more accurately reflect current practices and procedures related to the Boll Weevil Eradication and Exclusion Program. Utah: Energy

The Office of Energy Development proposed to amend Utah Admin. Code r. 362.2, Renewable Energy Systems Tax Credits. Changes would update the existing siting criteria for solar thermal and solar photovoltaic systems and would address cost limitations for solar photovoltaic and geothermal systems. Tennessee: Waste

The Environment and Conservation Agency proposed to amend Tenn. Admin. Code §400.12.1. Changes seek to bring state rules regarding solid waste management up-to-date with EPA regulations and to clarify ambiguous language. Pennsylvania: Mining

The Board of Coal Mine Safety amended 25 Pa. Code Ch. 208 in order to add a requirement that the incombustible content of coal dust, rock dust, and other dust will not be less than 80 percent in bituminous underground coal mines. Pennsylvania: Air

The Department of Environmental Protection proposed to amend 43 Pa. Code Ch. 130 in order to remove the portable fuel container regulation from Pennsylvania’s SIP. Oklahoma: Waste

The Department of Environmental Quality proposed to amend Okla. Admin. Code §252.100, pertaining to general purpose incinerators and commercial and industrial solid waste incineration units. New York: Air

The Department of Environmental Conservation amended N.Y. Comp. Codes R. & Regs. tit. 6, §§200 and 242. Changes pertain to the CO2 Budget Trading Program and seek to lower the emissions cap by 2.5 percent per year from 2014 through 2020. Missouri: Air

The Department of Natural Resources proposed to amend Mo. Code Regs. tit. 10, §10.6.010. Changes would update the standards for ambient air quality in order to reflect changes in NAAQS.
