Colorado: Natural Resources

The Department of Public Health and Environment proposed to amend 5 Colo. Code Regs. §1001.8, pertaining to standards of performance for crude oil and natural gas production, transmission, and distribution. A public hearing will be held on February 19, 2014. The Department of Public Health and Environment proposed to amend 5 Colo. Code Regs. §1001.9, pertaining to the control of ozone via ozone precursors and the control of hydrocarbons via oil and gas emissions. A public hearing will be held on February 19, 2014. The Department of Public Health and Environment proposed to amend 5 Colo. Code Regs. §1001.5, pertaining to stationary source permitting and air pollutant emission notice requirements. Iowa: Air

The Environmental Protection Commission amended Iowa Admin. Code Chs. 20, 22, 31, and 33. Changes incorporate federal regulations that allow facilities to construct or modify existing sources of air pollution in areas that are not in attainment with NAAQS. Virginia: Radiation

The State Board of Health proposed to amend 12 Va. Admin. Code §5.481, Virginia Radiation Protection Regulations. Changes seek to ensure that Virginia’s regulations conform to the Conference of Radiation Control’s Suggested State Regulations. The deadline for comment is January 31, 2014. Virginia: Forests

The Department of Forestry proposed to amend 4 Va. Admin. Code §10.40, Reforestation of Timberlands Regulations. Changes update definitions and forestry practices. The deadline for comment is January 1, 2014. See http://register.dls.virginia.gov/vol30/iss07/v30i07.pdf (pp. 808-810).

Texas: Transportation

The Department of Transportation proposed to amend 43 Tex. Admin. Code §§2.1, 2.2, 2.5-2.8, 2.11, 2.12, 2.14, 2.41-2.44, 2.46-2.52, 2.81, 2.83-2.86, 2.131, and 2.134, repeal §2.82 and §§2.101-2.110, and add §§2.101 - 2.110. The proposed amendments relate to the environmental review of transportation projects and seek to implement Senate Bill 466, pertaining to the delegation of responsibilities under NEPA and other federal environmental laws from the Federal Highway Administration.

Nevada: Wildlife

The Board of Wildlife Commissioners proposed to amend Nev. Admin. Code §§501.105, 501.181, 502.219, 502.222, and 502.255. Changes would establish grant programs to provide funding to federal, state, or local governments or private non-profit organizations in order to facilitate wildlife restoration activities and wildlife research. Nevada: Mining

The State Environmental Commission proposed to amend Nev. Admin. Code §519A.160. Changes would require certain plans for reclamation of an exploration or mining operation to include a decision about whether to allow access to the water level of a pit lake.
