Florida: Air

The Department of Environmental Protection proposed to amend 62 Fla. Admin. Code §210.370, Emissions Computation and Reporting. Under the proposed amendment, the annual operation fees paid by major air pollution sources would be based on the actual amount of pollutants emitted rather than the amount of pollutants allowed to be emitted by permit. District of Columbia: Quality

The Department of the Environment amended 21 D.C. Mun. Regs. §1104, Water Quality Standards. Changes implement a more stringent numeric criteria for acrolein and establish an aquatic life numeric water quality criteria for carbaryl pesticide. Delaware: Waste

The Department of Natural Resources and Environmental Control amended 7 Del. Admin. Code Ch. 60 §1301, Regulations Governing Solid Waste. Changes allow regulated parties to choose alternative methods for packaging infectious waste as long as they comply with the Department of Transportation and Occupational Safety and Health Administration standards. The Department of Natural Resources and Environmental Control amended 7 Del. Admin. Code Ch. 60 §1104, Particulate Emissions from Fuel Burning Equipment, and §1114, Visible Emissions. Delaware: Water

The Department of Natural Resources and Environmental Control proposed to amend 7 Del. Admin. Code Ch. 60 §7101, Regulations Governing the Design, Installation, and Operation of On-Site Wastewater Treatment and Disposal Systems. Changes incorporate regulatory language regarding spray irrigation. A public hearing will be held on November 21, 2013, and the deadline for comment is December 6, 2013.

Colorado: Waste

The Department of Labor and Employment proposed to amend 7 Colo. Code Regs. §1101.14, Underground Storage Tanks and Aboveground Storage tanks. Changes pertain to the Petroleum Cleanup and Redevelopment Fund. A public hearing will be held on December 2, 2013. Colorado: Waste

The Department of Natural Resources proposed to amend 2 Colo. Code. Regs. §404.1 in order to establish new rules for the reporting of spills. A public hearing will be held on December 16 and 17, 2013, and the deadline for written comment was November 8, 2013. Alaska: Land Use

The Alaska Oil and Gas Conservation Commission proposed to amend 20 Alaska Admin. Code 25.990, pertaining to hydraulic fracturing. Changes would require disclosure and containment of hydraulic fracturing fluids and would require landowners to be notified of nearby fracturing. Alabama: Quality

The Department of Environmental Management proposed to amend Ala. Admin. Code r. 115.6.10.11, Water Quality Criteria Applicable to Specific Lakes. Changes add numeric nutrient criteria for chlorophyll a in certain bodies of water. The deadline for comment is December 18, 2013, and a public hearing will be held that day.
