Maine: Waste

The Department of Environmental Protection proposed to amend 39-096 Code Me. Regs. Chs. 409 and 410, pertaining to processing and composting facilities for solid waste. Maryland: Water

The Department of the Environment proposed to amend Md. Code Regs. 26.17.06, Water Appropriation or Use. The amendments reflect changes in Maryland laws pertaining to the use of groundwater. Iowa: Waste

The Environmental Protection Commission proposed to amend Iowa Admin. Code Ch. 93, Nonpoint Source Pollution Control Set-Aside Programs. Changes would allow homeowners inside city limits and without a public sewer connection to utilize the Onsite Wastewater Assistance Program, previously only available to homeowners outside city limits. A public hearing will be held on December 4, 2013, and the deadline for comment is December 12, 2013.

The Environmental Protection Commission proposed to amend Iowa Admin. Code Ch. 64, Wastewater Construction and Operation Permits. Changes pertain to storm water permit coverage. Illinois: Waste

The Pollution Control Board amended 35 Ill. Admin. Code §§703, 704, 722, 724-728, and 739, pertaining to the Illinois Resource Conservation and Recovery Act. Amendments incorporate suggestions made by the United States Environmental Protection Agency. Changes took effect October 24, 2013. The Department of Natural Resources proposed to amend R. 391.3.20 in order to implement Section 182 of the Clean Air Act. The Department of Natural Resources proposed to amend R. 391.3.6 to clarify the state’s policy regarding inflows to federal reservoirs. The Department of Natural Resources proposed to amend R. 391.3.17, pertaining to rules for radioactive materials. The Department of Natural Resources proposed to amend R. 391.3.4, Inert Waste Landfill Operations. Changes would allow existing inert waste landfills to be exempted from the permitting process if deemed to be in full compliance with all permit and rule requirements that existed as of January 1, 2012.
