Utah: Air

The Department of Environmental Quality proposed to amend Utah Admin. Code r. 307.110.17. Changes seek to maintain consistency with the Clean Air Act and would expand Section IX, Part H of the State Implementation Plan in order to add emissions limitations for PM2.5 and PM2.5 precursors. Texas: Air

The Commission on Environmental Quality proposed to amend Texas Admin. Code §§101.1, 101.10, 101.27, and 101.201, pertaining to greenhouse gas emissions. Changes implement HB 788. Oregon: Energy

The Land Conservation and Development Department amended Or. Admin. R. 660.036.0005 in order to establish regulatory standards for the development of renewable energy within the territorial sea. Oregon: Water

The Department of Environmental Quality proposed to amend Or. Admin. R. 340.054, pertaining to the Clean Water State Revolving Fund. Under the proposed amendments, public agencies would be given a longer-term option for financing water treatment projects. Oregon: Energy

The Department of Energy proposed to amend Or. Admin. R. 330.070, pertaining to the Residential Energy Tax Credit Program. Changes would adjust the solar electric incentive rate and rework the incentive calculation for wood and pellet stoves. The Department of Energy proposed to amend Or. Admin. R. 330.135. Changes pertain to the requirements for including green energy technology in the construction, renovation, or major remodel of a public building. Oklahoma: Natural Resources

The Oklahoma Conservation Commission proposed to amend Okla. Admin. Code §155.20.1.5. Changes would expand the lands that can be considered for the Conservation Cost-Share Program—a program that incentivizes landowners to employ soil and water conservation practices. The deadline for comment is December 11, 2013, and a public hearing will be held that day.

Indiana: Toxic Substances

The Air Pollution Control Division proposed to add 326 Ind. Admin. Code §20.89, pertaining to the national emission standard for hazardous pollutants for coal-fired and oil-fired electric utility steam generating units. New Mexico: Natural Resources

The Water Quality Control Commission amended N.M. Admin. Code. §20.6.7, Ground Water Protection—Supplemental Permitting Requirements for Copper Mine Facilities. Changes seek to prevent water pollution by controlling discharges of water contaminants related to copper mine facilities and operations. The Department of Environmental Services proposed to amend Env-Sw 104.61 in order to specify requirements for the vertical expansion of landfills.
