Utah: Clean Air Act (CAA)

The Department of Environmental Quality amended Utah Admin. Code r. 307.355, Ozone Nonattainment and Maintenance Areas: Degreasing and Solvent Cleaning Operations. Changes reflect control measures in EPA's control technique guidelines for degreasing operations. The amendments took effect January 1, 2013. Utah: Clean Air Act (CAA)

The Department of Environmental Quality amended Utah Admin. Code r. 307.309, Nonattainment and Maintenance Areas for PM10: Fugitive Emissions and Fugitive Dust. The rule change alters the requirement in response to EPA concerns that fugitive dust is not being appropriately controlled as required under the Exceptional Events Rule. The applicability is expanded to include nonattainment counties, and the emissions section has been revised to clarify that EPA Method 9 is used to measure opacity, among other changes. The amendments took effect January 1, 2013.

District of Columbia: Land Use

The Department of the Environment proposed to amend 20 D.C. Mun. Regs. §11, Zoning. Changes relate to pervious surface standards and new requirements for a green area ratio. The deadline for comment is February 11, 2013. See http://www.dcregs.dc.gov/Gateway/NoticeHome.aspx?noticeid=4126106.

Colorado: Clean Air Act (CAA)

The Department of Public Health and Environment proposed to amend 5 Colo. Code Regs. §1001.8, Standards of Performance for New Stationary Sources. Changes are designed to reduce the regulatory burden on owners and operators of certain engines. There will be a public hearing March 21, 2013. Colorado: Agencies

The Department of Public Health and Environment proposed to amend 5 Colo. Code Regs. §1001.1, Procedural Rules. Changes would eliminate or update obsolete provisions, delete duplicate language, and improve their readability. There will be a public hearing March 21, 2013. Maryland: Climate Change

The Department of the Environment amended Md. Code Regs. 26.09, Maryland Carbon Dioxide Budget Trading Program. Among other changes, the amendments revise the process by which allowances are set aside and alter the amount of allowances allocated to certain accounts. Changes took effect January 21, 2013. Arkansas: Air

The Pollution Control and Ecology Commission amended Regulation 19, Arkansas Plan of Implementation for Air Pollution Control, and Regulation 26, Arkansas Operating Air Permit Program.
