New Hampshire: Climate Change

The Department of Environmental Services proposed to amend Env-A pertaining to carbon dioxide. Changes implement portions of the Regional Greenhouse Gas Initiative in New Hampshire. Maine: Hazardous Substances

The Department of Environmental Protection proposed to amend 06-096 Code Me. Regs. Ch. 691, Rules for Underground Oil Storage Facilities. Changes would add additional options for site assessments at the time of abandonment of an underground storage tank.. The Department of Environmental Protection proposed to amend 06-096 Code Me. Regs. Chs. 409, Processing Facilities, & 410, Composting Facilities. Changes incorporate quantitative odor management standards for sludge wastewater treatment sludge facilities. Maine: Wildlife

The Department of Environmental Protection proposed to amend 06-096 Code Me. Regs. Ch. 335, Significant Wildlife Habitat. Changes would make the regulation consistent with statutory changes pertaining to vernal pool regulation. There will be a public hearing October 15, 2013, and the deadline for comment is October 25. Maine: Mining

The Department of Environmental Protection proposed to amend 06-096 Code Me. Regs. Ch. 200, Metallic Mineral Exploration, Advanced Exploration and Mining. The rulemaking will repeal and replace the existing statute to implement the Maine Metallic Mineral Mining Act, to provide an application and permitting process for several types of mining. There will be a public hearing October 17, 2013, and the deadline for comment is October 28.

Indiana: Endangered Species

The Natural Resources Commission proposed to amend 312 Ind. Admin. Code §9.5.11. Changes would amend the rules governing turtle possession by adding endangered species of turtles. Colorado: Waste

The Department of Public Health and Environment proposed to amend 6 Colo. Code Regs. §1007.2, Solid Waste Disposal Sites and Facilities. Changes would delete the reference to the Recycling Resources Economic Opportunity. There will be a public hearing November 19, 2013. Texas: Transportation

The Commission on Environmental Quality amended 30 Tex. Admin. Code §7.119, Memoranda of Understanding, to adopt the memorandum with the Department of Transportation regarding Commission reviews of highway projects. Changes took effect September 26, 2013. Nevada: Energy

The Office of Energy proposed to amend Nev. Admin. Code §701A, pertaining to energy-related tax incentives. See http://www.leg.state.nv.us/register/2013Register/R065-13P.pdf.

Illinois: Clean Air Act (CAA)

The Pollution Control Board proposed to amend 35 Ill. Admin. Code §§211, Definitions and General Provisions, & 243, Air Quality Standards. Changes would update the definitions of "volatile organic material" and "volatile organic compound" to correspond to federal amendments and alter standards to incorporate federal rules. There will be  a public hearing October 31, 2013, and the deadline for comment is November 4.
