Georgia: Waste

The Department of Natural Resources proposed to amend R. 391.3.4.06, Inert Waste Landfill Operations. Changes add language providing a mechanism for existing inert waste landfills to be exempt from permits under certain circumstances. The deadline for comment is September 26, 2013. The Department of Natural Resources amended R. 391.3 .7.01, Definitions, and .05, Buffer Variance Procedures and Criteria. Florida: Quality

The Department of Environmental Protection proposed to amend 62 Fla. Admin. Code §600.520, Discharge to Surface Waters- Ocean Outfalls. Changes adopt water quality criteria for enterococci bacteria for coastal recreation waters by reference. The deadline for comment is September 26, 2013. Arizona: Water

The Department of Natural Resources proposed to amend 12 Ariz. Admin. Code 15.725, pertaining to water resources. Changes would alter rules governing extinguishment credits. There will be a public hearing October 15, 2013. See http://www.azsos.gov/public_services/Register/2013/36/proposed.pdf.

Texas: Water

The Commission on Environmental Quality amended 30 Tex. Admin. Code §290, Public Drinking Water. Changes relate to rainwater harvesting systems that are connected to a public water system and are intended for indoor potable use. Changes took effect September 12, 2013. Alaska: Forests

The Department of Natural Resources amended 11 Alaska Admin. Code 95, pertaining to standards to prevent adverse impacts of mass wasting on fish habitats under the Forest Resources and Practices Act. Indiana: Agencies

The Natural Resources Commission added 312 Ind. Admin. Code §20.4.11.5 to establish a process by which someone can seek a dual review and action by the Department of Natural Resources and the Division of Historic Preservation and Archaeology. Maine: Clean Air Act (CAA)

The Department of Environmental Protection amended 06-096 Code Me. Regs. Ch. 127, New Motor Vehicle Emission Standards. The rulemaking delays the effective date of California's aftermarket catalytic converter requirements until June 1, 2015. The amendment took effect September 3, 2013.
