New York: Energy

The Department of Environmental Conservation proposed to add N.Y. Comp. Codes R. & Regs. tit. 6, §570, Liquefied Natural Gas. The rule would establish criteria for the siting of liquid natural gas facilities. There will be a public hearing October 20, 2013, and the deadline for comment is October 25. The Department of Ecology proposed to amend Wash. Admin. Code §173.224, Wastewater discharge permit fees. Changes increase fees and clarify language. Maryland: Wetlands

California: Toxic Substances

The Office of Environmental Health Hazard Assessment proposed to amend 27 Cal. Code Regs. §25306 to list methyl isobutyl ketone as a chemical known to the state to cause reproductive toxicity. California: Climate Change

The Air Resources Board proposed to amend Cal. Code Regs. tit. 17 §§9508-96022, pertaining to the California Cap on Greenhouse Gas Emissions and Market–Based Compliance Mechanisms. Changes would allow for transition assistance for covered entities, add a new offset protocol, and incorporate additional cost containment features. There will be a public hearing October 24, 2013. California: Clean Air Act (CAA)

The Air Resources Board proposed to amend Cal. Code Regs. tit. 17 §2428, pertaining to the Zero Emission Vehicle regulation. Changes would exclude transportation system credits for meeting percentages in model years 2016 and 2017, add an overall 50 percent cap on use of credits to meet its requirements, and alter the fast refueling definition, among other revisions. The Department of Public Health and Environment proposed to amend 5 Colo. Code Regs. §1001.13, Motor Vehicle Emissions Inspection Program. Changes will clarify regulations concerning model year exemptions and program implementation dates. There will be a public hearing November 21, 2013.
