New Hampshire: Clean Air Act (CAA)

The Department of Environmental Services proposed to amend Env-A 4100, VOC Limits for Consumer Products. Changes would allow the rules to be readopted prior to their expiration. Maine: Land Use

The Land Use Planning Commission amended 04-061 Code Me. Regs. Ch. 4, Rules of Practice. Changes incorporate state laws giving the Commission the responsibility to issue certification determinations to the Department of Environmental Protection prior to the issuance of site location permits. Iowa: Clean Air Act (CAA)

The Environmental Protection Commission amended Iowa Admin. Code Ch. 23, "Emission Standards for Contaminants." Changes adopt the federal air toxics standards for stationary engines. Changes allow for the implementation of new and revised air quality standards. Amendments take effect October 23, 2013. Washington: Quality

The Department of Ecology proposed to amend Wash. Admin. Code §173.98, pertaining to the water pollution control revolving fund. Changes alter the definition of "debt service." There will be a public hearing October 10, 2013. See http://apps.leg.wa.gov/documents/laws/wsr/2013/18/13-18-025.htm.

Quality

New Jersey: Enforcement and Compliance

The Department of Environmental Protection amended N. J. Admin. Code §§7:27A-3.5 & 3.10, Air Administrative Procedures and Penalties. Changes update penalties and amend rules to expressly allow environmental impact to be taken into account when determining penalty amounts, among other revisions. Utah: Water

The Department of Environmental Quality proposed to amend Utah Admin. Code r. 317.6.6, Implementation. Changes would establish a minimum and maximum comment period for public notice on groundwater permits. Texas: Water

The Commission on Environmental Quality proposed to amend 30 Tex. Admin. Code §307, Texas Surface Water Quality Standards. Changes would incorporate new data on toxicity effects and provide clarity on the assessment of water quality standards using instream monitoring data.
