New Hampshire: Waste

The Department of Environmental Services proposed to amend Env-Wq 1600, Septage Management. The rule will establish standards, criteria, and procedures for a permit system related to septage. There will be a public hearing September 30, 2013, and the deadline for comment is October 15. Oklahoma: Waste

The Department of Environmental Quality proposed to amend Okla. Admin. Code §641, Individual and Small Public On-Site Sewage Treatment Systems. Changes would add an exception for individual subsurface absorption systems below a certain size. The deadline for written comment is October 4, 2013, and there will be a public hearing October 8. Oklahoma: Waste

The Department of Environmental Quality proposed to amend Okla. Admin. Code §§252.606, Oklahoma Pollutant Discharge Elimination System Standards, & 252.631, Public Water Supply Operation. Changes update the date of incorporation by reference for federal regulations, and add a requirement for the weekly average for lagoon effluent. The deadline for written comment is October 4, 2013, and there will be a public hearing October 8.

The Department of Environmental Quality proposed to amend Okla. Admin. Code §252.205.19, Additional Rules for Recycling. Changes would make the regulation consistent with Oklahoma statutes. The Department of Environmental Conservation amended N.Y. Comp. Codes R. & Regs. tit. 6, §§200 & 240, Transportation Conformity. Changes ensure consistency with federal regulations. Oregon: Enforcement and Compliance

The Department of Environmental Quality proposed to amend Or. Admin. R. 340.011 & 340.012, pertaining to Oregon's Civil Penalty Rules. The amendments would align the rules with other state regulations, establish new fees, and increase penalties, among other changes. The Environmental Improvement Board proposed to amend N.M. Admin. Code §§20.2.77 & 20.2.88, New Source Performance Standards & Emission Standards for New Motor Vehicles. Changes incorporate amendments to EPA rules by reference. There will be a public hearing November 7, 2013.
