Idaho: Water

The Department of Environmental Quality proposed to amend Idaho Admin. Code r. 58.01.02, Water Quality Standards. Changes respond to EPA disapproval of standards that exempt activities or discharges determined to be insignificant from Tier II antidegradation review. The Department of Environmental Quality proposed to amend Utah Admin. Code r. 307.335, Degreasing and Solvent Cleaning Operations, & 305.350, Miscellaneous Metal Parts and Products Coatings. Changes are in response to reports from regulated facilities that are having difficulty complying with the current rules. The deadline for comment is September 3, 2013. The Department of Environmental Quality proposed to amend Utah Admin. Code r. 307.205, Emission Standards: Fugitive Emissions and Fugitive Dust. Changes would add an exemption for agriculturally derived dust sources in PM nonattainment and maintenance areas. The deadline for comment is September 3, 2013. The Department of Ecology proposed to amend Wash. Admin. Code §173.334, Children's Safe Products. Changes would add Trisphosphate to the reporting list of chemicals and remove n-Butanol. Oregon: Climate Change

The Department of Energy proposed to amend Or. Admin. R. 345.024, CO2 Emissions Standard and CO2 Offset Standard for Power Plant. Changes would bring the rule in line with new international standards by increasing the standard for methane so that one pound is equivalent to 25 pounds of carbon dioxide.
