Connecticut: Climate Change

The Department of Energy and Environmental Protection proposed to amend Conn. Agencies Regs. §22a.174.31 to implement the Regional Greenhouse Gas Initiative. Ohio: Water

The Environmental Protection Agency proposed to amend Ohio Admin. Code §3745.81, pertaining to surface water treatment rules. Changes would add the definition for uncovered storage facility and clarify the Agency's primary enforcement authority. There will be a public hearing August 19, 2013. California: Toxic Substances

The Department of Pesticide Regulation proposed to amend 3 Cal. Code Regs. §§6000 & 6400. Changes would make all second generation anticoagulant rodenticide products restricted materials. Utah: Quality

The Department of Environmental Quality amended Utah Admin. Code r. 317.8, Utah Pollutant Discharge Elimination System. Changes would conform the rule to federal regulations for concentrated animal feeding operations. Amendments took effect July 1, 2013. The Department of Environmental Quality amended Utah Admin. Code r. 307.403.1, Definitions, and 307.403.2, Emission Limitations, pertaining to the permitting rule for new or modified sources in nonattainment areas. Virginia: Wildlife

The Department of Agriculture proposed to amend 2 Va. Admin. Code §317, Regulations for the Enforcement of the Noxious Weeds Law. Changes separate the noxious weed list into two tiers relating to Department eradication activities. There will be a public hearing July 29, 2013, and the deadline for comment is September 13. Virginia: Quality

The State Water Control Board proposed to amend 9 Va. Admin. Code §25.151, General Virginia Pollutant Discharge Elimination System Permit for Discharges of Storm Water Associated with Industrial Activity. Changes would add reasons a facility's discharge would not be eligible for coverage under the permit, add language to allow for the continuance of coverage under an expiring general permit, and add a question to the registration statement for facilities in the Chesapeake Bay, among other revisions.

Oklahoma: Radiation

The Department of Environmental Quality proposed to amend Okla. Admin. Code §410, Radiation Management. Amendments would change the date for incorporation of federal regulations. There will be a public hearing August 15, 2013. See http://www.oar.state.ok.us/register/Volume-30_Issue-21.htm#a19223.
