Wyoming: Water

The Department of Environmental Quality proposed to amend Chapter 5, Certification of Operators of Public Water and Distribution Systems and Publicly Owned Wastewater Treatment and Collection Systems. Tennessee: Clean Air Act (CAA)

The Environment and Conservation Agency proposed to amend Tenn. Admin. Code §1200.03, pertaining to its SIP. Changes alter the section to allow Tennessee to meet EPA requirements for its SIP. There will be a public hearing March 24, 2012. See http://state.tn.us/sos/rules_filings/03-10-12.pdf.

Ohio: Climate Change

The Environmental Protection Agency amended Ohio Admin. Code 3745.31.34 and 3745.77.11 to adopt an exemption for facilities that use biomass as a fuel in their processes. This will make Ohio's rules equivalent to the Greenhouse Gas Tailoring Rules. The amendments were adopted March 12, 2012. See http://wwwapp.epa.ohio.gov/legal/pubnots/120316.pdf.

Maine: Quality

The Department of Environmental Protection amended 06-096 Me. Code R. § 530, Surface Waters Toxic Control Program. Changes allow the Department to utilize allocations previously set aside as water quality reserves for future growth under certain circumstances when calculating limits for toxic substances. Iowa: Enforcement and Compliance

The Environmental Protection Commission proposed to add Iowa Admin. Code ch. 17, Compliance and Enforcement Procedures. The rule would formalize the Department's compliance and enforcement options that may be used prior to or instead of assessing the administrative penalties specified in Chapter 10. Georgia: Hazardous Substances

The Environmental Protection Division proposed to amend Chapter 391.3.6.05, Emergency Actions. Changes alter the definition of a major spill. The Environmental Protection Division proposed to amend Chapter 391.3.1. Changes would incorporate new regulations and guidelines by reference. The Department of the Environment proposed to amend 20 D.C. Mun. Regs. §1400, Control of Hazardous Air Pollutants. Changes would adopt federal standards developed to reduce air toxics. California: Toxic Substances
