Iowa: Agriculture

The Soil Conservation Division amended Iowa Admin. Code Ch. 10, Iowa Financial Incentive Program for Soil Erosion Control. Changes authorize a one-time payment of $25 per acre for establishing a cover crop. Amendments become effective January 2, 2013. Illinois: Waste

The Pollution Control Board proposed to amend 35 Ill. Admin. Code §§720, Hazardous Waste Management System, 721, Identification and Listing of Hazardous Waste, & 726, Standards for the Management of Specific Hazardous Waste and Specific Types of Hazardous Waste Management Facilities, to implement changes to federal regulations. The deadline for comment is January 7, 2013.

Illinois: Water

The Pollution Control Board proposed to amend 35 Ill. Admin. Code §§307, Sewer Discharge Criteria, & 310, Pretreatment Programs. Amendments would update the wastewater pretreatment rules to correspond with changes to federal regulations. The deadline for comment is January 7, 2013. Colorado: Water

The Department of Public Health and Environment proposed to amend 5 Colo. Code Regs. §1003.6, Guidelines on Individual Sewage Disposal Systems. Changes readopt the guidelines and adopt a new On-site Wastewater Treatment System Regulation. There will be a public hearing March 12, 2013. Colorado: Water

The Department of Public Health and Environment proposed to amend 5 Colo. Code Regs. §1002.43, On-Site Wastewater Treatment System Regulation. Changes incorporate the provisions of a recent house bill and reflect a more current state of industry practice. There will be a public hearing March 12, 2013. Oklahoma: Water

The Department of Environmental Quality proposed to amend Okla. Admin. Code §§252.631, Public Water Supply Operation, & 252.690, Water Quality Standards Implementation. Changes would incorporate changes to federal regulations. The deadline for written comment is December 31, 2012, and there will be public hearings January 8 and February 22, 2013. The Department of Environmental Quality proposed to amend Okla. Admin. Code §252.616, Industrial Wastewater Systems. Changes would update definitions and clarify rules. Oklahoma: Quality

The Department of Environmental Quality proposed to amend Okla. Admin. Code §252.606.1, Oklahoma Pollutant Discharge Elimination System Requirements. Changes would adopt EPA regulations by reference. Missouri: Public participation

The Department of Natural Resources proposed to amend Mo. Code Regs. Ann. tit. 10, §1.010, General Organization. Changes update the public information section to reflect current notification procedures for public hearings and rule development. In addition, the Air Pollution Control Program will be updated to incorporate changes. There will be a public hearing February 5, 2013, and the deadline for comment is February 13. New Hampshire: Clean Air Act (CAA)

The Department of Environmental Services proposed to amend Env-A 2100, Particulate Matter and Visible Emissions Standards; 2400, Ferrous and Non-Ferrous Foundries, Smelters, and Investment Casting Operations; and 2700, Hot Mix Asphalt Plants. Set to expire, the rules are proposed to continue in effect for the duration of the readoption proceeding. There will be a public hearing January 4, 2013, and the deadline for comment is January 15.
