California: Air

The Office of Environmental Health Hazard Assessment proposed to amend 27 Cal. Code Regs. §25805(b), Sulfur Dioxide, to establish a maximum allowable dose level of 220 micrograms per day. The Air Resources Board proposed to amend Cal. Code Regs. tit. 13 §§1968.2, 1968.5, 1971.1, & 1971.5, Heavy Duty Engine On-Board Diagnostic System Requirements and On-Board Diagnostic System Requirements for Passenger Cars, Light–Duty Trucks, and Medium-Duty Vehicles and Engines. Changes would establish emission standards and other requirements for onboard diagnostic systems installed on 2010 and later model-year engines certified for sale in heavy-duty applications in California. There will be a public hearing August 23, 2012.

Arizona: Clean Air Act (CAA)

The Department of Environmental Quality amended Ariz. Admin. Code 18.2, Air Pollution Control. Changes eliminate the SIP gap for New Source Review provisions. The rules take effect August 7, 2012. See http://www.azsos.gov/public_services/Register/2012/27/final.pdf.

The Air Resources Board proposed to amend Cal. Code Regs. tit. 13 §§2700 through 2711, the Verification Procedure, Warranty and In-Use Compliance Requirements for In-Use Strategies to Control Emissions from Diesel Engines. Changes would reduce the amount of in-use testing that the verification procedure currently requires. There will be a public hearing August 23, 2012. Alaska: Hazardous Substances

The Department of Environmental Conservation amended 18 Alaska Admin. Code 78, to address standards for the operation, maintenance, inspection, repair, and closure of underground storage tanks. In addition, the amendments establish requirements for operator training and adopt changes by reference. Changes take effect July 25, 2012.

Alaska: Waste

The Department of Environmental Conservation proposed to amend 18 Alaska Admin. Code 60, Solid Waste Management. The amendments would add standards and requirements for polluted soil disposal in Class III municipal solid waste landfills. The deadline for comment is September 6, 2012. Alabama: Water

The Department of Environmental Management proposed to amend Ala. Admin. Code r. 335.7.4, .6, & .10, pertaining to water systems. Changes make technical corrections and require the electronic submittal of documents and reports. The deadline for public comment is August 3, 2012.
