Wisconsin: Waste

The Department of Natural Resources amended Wis. Admin. Code NR §§500, 502, and 518, pertaining to composting of solid waste. Changes require most compost operators to maintain records of temperature and turning to ensure pathogen reduction. Amendments took effect June 1, 2012. Washington: Waste

The Department of Ecology proposed to amend Wash. Admin. Code §173.351, pertaining to criteria for municipal solid waste landfills. Among other changes, the amendments would adopt federal regulations, allow the department to issue research, development, and demonstration permits, and allow greater flexibility for alternate liner designs. There will be public hearings on June 26 and 27, 2012, and the deadline for written comment is July 6, 2012. The intended date of adoption is October 3, 2012.

Washington: Clean Air Act (CAA)

The Department of Ecology proposed to amend Wash. Admin. Code §173.400, General regulations for air pollution sources. Rules pertain to SIP revisions and the changes are designed to make the regulations consistent with CAA. The deadline for comment is July 6, 2012, and the intended date of adoption is July 13. Utah: Toxic Substances

The Department of Environmental Quality proposed to amend Utah Admin. Code r. 307.801, Asbestos. Changes repeal and reenact the rule with substantive changes, including the addition of new definitions, new certification rules, and new inspection requirements for certain residential structures. In addition, the new rules will specify that contractors are subject to the rule when a tested sample contains more than one percent asbestos. The deadline for comment is July 2, 2012.

Texas: Waste

The Commission on Environmental Quality amended 30 Tex. Admin. Code §§336.702, 336.745, and 336.747, Licensing Requirements for Near-Surface Land Disposal of Low Level Radioactive Waste. Changes implement provisions of a Senate bill that addresses incidental commingling of low-level radioactive waste. The rule took effect June 7, 2012. Texas: Courts

The Commission on Environmental Quality added 30 Tex. Admin. Code §80.110, pertaining to contested case hearings. The rule determines factors the public interest counsel must consider before deciding on a commission proceeding and before prioritizing workload. The rule took effect June 7, 2012. Oregon: Wildlife

The Department of State Lands proposed to amend and adopt new sections of Or. Admin. R. 141.142, pertaining to rules governing the establishment marine reserves and marine protected areas. Oregon: Energy

Oregon: Energy

The Department of Energy proposed to adopt new sections of Or. Admin. R. 330.220 to provide rules for the administration of the alternative fuel vehicle infrastructure tax credit within the Energy Incentives Program. There will be a public hearing June 26, 2012.
