Wyoming: Air

The Department of Environmental Quality amended Chapters 3, 5, 6, 11, & 14, relating to air quality standards, to incorporate changes to federal regulations. The amendments took effect March 28, 2012. See http://deq.state.wy.us/aqd/Miscellaneous/Notice%20of%20Final%20Adoption_GP%20R-19_signed.pdf.

Washington: Hazardous Substances

The Department of Ecology proposed to amend Wash. Admin. Code §173.360, pertaining to UST systems. Changes would require secondary containment, establish an operator training program, and authorize the department to prohibit the delivery of regulated substances to UST systems not in compliance with the regulations. There will be public hearings April 24, 25, and 26, 2012, and the date of intended adoption is June 27. See http://apps.leg.wa.gov/documents/laws/wsr/2012/07/12-07-084.htm.

Utah: Air

The Department of Environmental Quality proposed to amend Utah Admin. Code r. 307.214, National Emission Standards for Hazardous Air Pollutants. Changes incorporate federal regulations by reference. Tennessee: Hazardous Substances

The Environment and Conservation Agency proposed to amend Tenn. Admin. Code §0400.15.01, Hazardous Substance Remedial Action. Changes would remove a site from the list of inactive hazardous substance sites. There will be a public hearing May 30, 2012. See http://state.tn.us/sos/rules_filings/04-03-12.pdf.

Rhode Island: Water

The Environmental Management Agency proposed to amend "Rules Establishing Minimum Standards Relating to Location, Design, Construction and Maintenance of Onsite Wastewater Treatment Systems." Among other changes, the amendments would streamline the Alternative Technology review process, clarify the Experimental Technology application process, and incorporate the R.I. Cesspool Act of 2007. There will be a public hearing May 3, 2012, and the deadline for comment is May 4.

Oklahoma: Coastal Zone Management Act (CZMA)

The Land Conservation and Development Department proposed to amend Or. Admin. R. 660.035, related to rules governing Oregon’s implementation of federal CZMA consistency requirements. Oklahoma: Water

The Department of Environmental Quality amended Okla. Admin. Code §252.641, Individual and Small Public On-Site Sewage Treatment Systems. Changes relate to waterbody protection for on-site sewage treatment systems. The amendment was submitted for approval March 5, 2012. Oklahoma: Water

The Department of Environmental Quality added Okla. Admin. Code §252.627, Operation and Maintenance of Water Reuse Systems, which establishes standards for the operation and maintenance of systems that create reclaimed water for beneficial use. The new rule establishes four categories of water based on levels of treatment. The rule was submitted for approval March 5, 2012.

Oklahoma: Water

The Department of Environmental Quality amended Okla. Admin. Code §252.626. Among other changes, the amendments remove the provision regarding large volume off-stream storage basins and modify the standards for residuals management. The Department of Environmental Quality amended Okla. Admin. Code §252.4.7, Water Quality Division Tiers and Timelines. Changes add water reuse systems to the environmental permitting process.
