The Department of Environmental Quality proposed to amend Utah Admin. Code r. 307.504. Changes seek to reduce the emission of volatile organic compounds by requiring that tank trucks used for intermediate hydrocarbon liquid or produced water load using bottom filling or submerged fill pipe.
