Burbank Anti-Noise Group v. Goldschmidt

The court of appeals affirms the lower court's dismissal of a challenge to the change in ownership of an airport with the aid of financial assistance by the Federal Aviation Administration. The district court correctly concluded that under the National Environmental Policy Act environmental impact statements need not be prepared for federal actions that do not change the environmental status quo. Where the ownership of a facility changes hands in a manner that does not affect its operations, there are no ensuring significant environmental effects for purposes of the Act's impact statement requirement.
