The court affirms the lower court's decision that the County Boundary Review Board's (BRB's) approval of the annexation of a tract of land by the City of Bremerton complied with the environmental impact statement (EIS) requirements of the State Environmental Quality Review Act. The court upholds the BRB's approval of the city's annexation without supplementation of the EIS that was prepared for the city in 1976, rejecting appellants' contention that significant new information concerning anticipated environmental impacts became available subsequent to the circulation of the initial draft EIS. Neither the passage of time nor the new information regarding proposed regional shopping centers constitute substantial changes from the previous plan. The court holds that any new information is insufficiently significant to require a supplemental EIS.
